The 2005 Outstanding Contribution to Law Enforcement Award was presented to Miss Jessica Story, an 11 year-old from Frederick County, for her efforts to protect police canines. Through her non-profit organization, Mission K9, she has raised over $10,00 to purchase bullet- and stab-proof vests, as well as temperature control units, for police dogs.
